Below is a list of the types of building & construction permits required in the City of Hoover.

Type of Permit
Description Permit Fees / Bonds
A commercial building permit is required prior to beginning any construction activity on commercially zoned property, including new construction, additions to commercial buildings, and/or tenant improvements.

Permit fee: For the construction value of $1 - $1,000, $50 fee, plus $8.50 per thousand or fraction thereof over $1,000. **Required CICT Fee: $1.00 per $1,000. Erosion Control Permit: $400 (if land disturbing activity is involved). Additional bonds may be required.
Residential Construction Permit
A residential building permit is required prior to beginning any construction activity, including new construction, additions, or remodels (interior and exterior).

Permit fees: New single family homes  - $8.50 per thousand of the total valuation of construction (based off of ICC valuation table), $1,500 base fee $100 erosion fee, and a $41.50 issuance fee.

For work on an existing home - $8.50 per $1,000 of the valuation of construction plus $41.50 Minimum fee = $50.
Mechanical Permit Mechanical permits are required for all mechanical work performed in the City of Hoover including furnace and air conditioning installation and replacements, duct installation, and gas conversions.

Repair work to existing mechanical systems does not require a permit. A licensed contractor or the property owner must, however, perform repair work to existing mechanical systems.

Permit fee: $8.50 per $1,000 of job cost, plus $41.50 issuance fee. Minimum fee =$50. Additional fees: **CICT fees, if applicable
Gas Permit A gas permit is required when a contractor desires to erect, install, enlarge, alter, repair, remove, convert or replace a mechanical system. Permit fee: $8.50 per $1,000 of job cost, plus $41.50 issuance fee. Minimum fee =$50 Additional fees: **CICT fees, if applicable
Plumbing Permit
Plumbing permits are required for all plumbing work, whether repairs or new installations. A licensed master plumber or the property owner must perform the plumbing work.

Permit fee: $8.50 per $1,000 of job cost, plus $41.50 issuance fee. Minimum fee =$50 Additional fees: **CICT fees, if applicable
Electrical Permit
Electrical permits are required for all electrical work, whether repairs or new installations. A licensed Master Electrician or the property owner must perform the work.

Street Cut Permit
Any work resulting in the cutting, excavation, removal, or replacement of a City street, alley, curbs, or sidewalk requires the issuance of a street-cut permit.

Fees: $5 (non-refundable), $200 bond (to be refunded upon approved inspection).
Blasting Permits
Blasting Permits are issued by the city's Fire Department. Call (205) 444-7655 for more info.
Driveway Permits
Driveway Permits are issued by the city's Engineering Department. If a driveway accesses a state, county, or federal highway, then appropriate approvals must be obtained. In addition, if the application is for access to an U.S. highway, the Alabama Department of Transportation will be involved in the approval process. Land Disturbance Permit
Required prior to any activity involving the clearing, cutting, excavating, filling, or grading of land or any other activity that alters land topography or vegetative cover.

 
Sewer Impact Permit
Required when construction or development will affect a Hoover City Sewer System.

Fees are based on the type of connection and number and type of fixtures installed. The fee schedule is included in the application packet.
